SS#2/HJR 39 - This proposed constitutional amendment
authorizes charitable or religious organizations to sponsor
raffles and sweepstakes in which a person risks something of
value for a prize. The General Assembly is authorized to provide
standards and conditions to regulate or guarantee the awarding of
such prizes.
